Dr. Smith is revealed to be the older, ex-con sister of Jessica Harris who was originally chosen to go to Alpha Centauri on Mission 24. She uses her sister's clothing, including her cream-colored cape, to assume her identity aboard the Resolute colony spaceship as seen in a flashback in "Infestation" ( S1, E3 ).
